Fire Fighter Disability Insurance Program

Provided by BASME (Benefit Association for State, Municipal, and County Employees)

Dear Brave First Responder,

I know you are here because someone you trust recommended you to me. I want to make this easy for you — so I’ve put everything you need to know right here in this page. No back-and-forth calls required. Read through, review the numbers, and when you’re ready, the enrollment link at the bottom is all you need to get started.

THE REAL RISK MOST FIREFIGHTERS DON’T PLAN FOR

When you go out on medical leave, your base pay keeps coming. But for most firefighters, overtime is where a significant portion of real income lives — and OT stops the day you’re out.

Base pay covers the mortgage. OT pays for everything else.

One injury. One illness. Three months out — and that income gap is real, fast, and serious.

This plan is built to fill it.

THE PLAN: BASCME DISABILITY INCOME PLAN

This coverage is offered through BASCME (Benefit Association for State, County, & Municipal Employees) and underwritten by Manhattan Life or Assured Life (depending upon availability). It’s available to New York firefighters — a group that has very few options for disability coverage due to the hazardous nature of the occupation. This plan covers you. Both on-the-job and off-the-job.

How you pay: Premiums are collected by bank draft — automatic, bi-weekly, no bills to track. This matters more than you might think (see below).

THE BANK DRAFT ADVANTAGE

Most group plans tie your coverage to your employer — leave the job, lose the plan.

Not this one.

Because premiums are collected through bank draft rather than payroll deduction, your coverage travels with you. If you transfer departments, change employers, or retire, you keep the same group rate and the same coverage. You’re not starting over.

That portability is rare in this type of coverage, and it’s worth knowing upfront.

DOES IT ACTUALLY PAY FOR ITSELF?

This is the part that matters most — so I’ll be straight with you.

Even in the most limited scenario — an on-the-job injury, where the plan pays only 50% of your benefit — here’s how the math works on a $2,000/month, 6-month plan:

  • One full claim pays out: $6,000 (6 months × $1,000, which is 50% of $2,000)
  • Your bi-weekly premium: $38.38 → roughly $834/year
  • Time before total premiums equal a single claim payout: over 7 years

For the 12-month benefit plan, it takes roughly 10 years of paying premiums to equal one full payout.

You don’t need a catastrophe. One injury, one illness, one period of leave — and this plan has already paid for itself many times over.

CALIFORNIA FIREFIGHTERS ARE ALREADY ENROLLED

We’ve been enrolling firefighters in California — who face the same coverage restrictions you do — through this exact plan. It works, the process is straightforward, and bank draft enrollment means coverage follows them regardless of where their career takes them.

HOW TO ENROLL

Complete the enrollment form at the link below. Once submitted, I’ll review your information and handle the rest. The entire process is done remotely — I’ll reach out to confirm details and walk you through your final selections before anything is finalized.

No obligation when you fill out the form. It simply gives me what I need to get your coverage set up correctly.

A brochure and full rate sheet are attached below for your reference.

WHO YOU’RE WORKING WITH

I am the President of Davan Enterprises Insurance Agency, LLC — a small, community-focused agency that’s been at this for 15 years. From the beginning, the philosophy has been simple: service first. I’m not here to write a policy and disappear.

A significant part of what we do is serving public sector employees — school systems, city and county governments, and people like you in first-responder roles. We understand the way these jobs are structured, the benefits gaps that come with them, and what it actually means when someone goes out on leave. That background matters when it comes to finding coverage that fits your situation, not just your zip code.

I hold the Certified Professional Insurance Agent (CPIA) designation and the Certified Medicare Insurance Planner (CMIP) designation, and I’m licensed in nearly 20 states. But credentials aside, what I’m most proud of is the work we do alongside the Huntington’s Disease Society of America, helping families affected by HD plan and prepare for what’s ahead. That relationship keeps me grounded in what this work is really about — helping people protect what matters to them, especially when the road ahead is uncertain.

If you have questions six months from now, I’m still your agent. That’s the commitment.
